Governed AI

Governed AI means every AI action is authorized before it runs, executed under a real identity, approved when privileged, and recorded in verifiable evidence.

Definition

Governed AI is an approach in which every action an AI system takes is authorized against policy before it runs, executed under a real user’s identity, paused for human approval when it is privileged, and recorded in a tamper-evident audit trail. Monitoring a model after the fact is observability, not governance.

Why it matters

  • Security and risk — not model capability — is the most-cited barrier to scaling agentic AI in the enterprise.
  • An agent that can act inherits the blast radius of whatever credentials or tools it holds.
  • Regulators and auditors ask who authorized an action and how it can be proved, and "the AI did it" is not an answer.

How BlueHomer implements it

BlueHomer separates understanding, execution and model access into distinct layers: the Custom Intelligence Layer understands, Navi plans and executes without holding model keys, the Action / Command Registry is the only path to action, and the LLM Gateway is the mandatory front door to every model. Policy is evaluated before data is retrieved and before any model call, and if governance cannot be verified the platform fails closed.
